Time of day doesn't matter much. The Levent-Fulya line is generally clear; there's no bridge bottleneck or Bosphorus pinch like there is descending to Beşiktaş. Rainy days and weekend Akmerkez congestion are exceptions, but even those don't push the trip past fifteen minutes.

In practice: a client who wants to be at the yacht club Saturday morning shouldn't book the tattoo for the previous Saturday at the latest. The safer plan is either two weeks before, or the weekend after the yacht club outing.
For coastal running the rule's looser. Light walking after three days is fine; proper running needs a week. The tattooed area has to stay clear of sweat and friction from clothing.
